Трансформація шкіряного кустарного промислу українців Середньої Наддніпрянщини в умовах становлення радянської державності (початок – перша половина ХХ століття)

У статті досліджено трансформацію шкіряного кустарного промислу в умовах нових історичних реалій – встановлення і розвитку радянської державності (початок – перша половина ХХ ст.). Увага автора сфокусована на взаємозв’язках між виробниками, споживачами та контролюючими органами, новому трактуванні образу кустаря не як виробника матеріальних благ, майстра, господаря, а як «ворога» на основі майнової та класової нерівності.
Розглянуто низку законодавчих документів, які регламентували діяльність шкіряної кустарної промисловості у 1919 – 1950-х рр. Висвітлено нові форми організації праці кустарів: кооператив, трудова комуна, артіль, майстерня. Досліджено, що найактивніше до кооперування залучалася бідняцька частина кустарів; економічно стійкі кустарі чинили опір. Споконвічне властиве майстрам прагнення до індивідуальності витіснялося новими цінностями: колективна праця, колективне майно тощо.
Встановлено, що високий податковий тиск, фактична монополізація шкіряної сировини державою та тотальний контроль над кустарним промислом призвели до появи тіньового виробництва. Радянська влада широко застосовувала різноманітні методи для виявлення та покарання кустарів, які приховували свій промисел: переслідування і цькування, навішування ярликів «куркуль», «спекулянт», позбавлення громадянських прав, арешти, вилучення майна, засобів виробництва, сировини тощо. Однак недостатнє забезпечення населення товарами державної шкіряної промисловості зумовило попит на кустарні вироби, тому нелегальний шкіряний промисел в окремих регіонах Середньої Наддніпрянщини проіснував до 60-х років ХХ ст. Зазначено, що приховане кустарництво не лише допомагало кустарям та їхнім сім’ям вижити у часи соціальних потрясінь, але й стало своєрідною формою їх спротиву державній політиці витіснення приватного виробника з господарського ринку країни.
